USPTO Issues Proposed Rules to Implement the Micro Entity Provision for Paying Discounted Patent Fees The USPTO has published proposed rules related to micro entity provisions in the Leahy-Smith America Invents Act. Smaller innovators qualifying for micro entity status receive a 75 percent discount on patent fees. The micro entity proposed rules were published in the Federal Register on May 30, starting a sixty-day public comment period. USPTO Testifies Before Congress About AIA Implementation
On Wednesday, May 16, USPTO Director David Kappos testified before the House Committee on the Judiciary at a hearing on the USPTO’s implementation of the America Invents Act, the first oversight hearing on this historic legislation. Kappos noted that the USPTO is on schedule for a full implementation of the AIA, and has significantly reduced the backlog of patent applications. Following Kappos’ testimony, a second panel of witnesses representing various companies and intellectual property law associations testified. National Inventors Hall of Fame Induction Ten innovators were inducted into the National Inventors Hall of Fame in a May 2 ceremony at a Smithsonian museum that was the 19th century home of the U.S. Patent Office in Washington, D.C. USPTO Director David Kappos presented inductees present with their awards, and honored all inductees in a speech. The 2012 class included inventors of the first statin, holography, carbon dioxide laser, and laser printer. Also inducted was Apple Computer founder Steve Jobs, who was inducted posthumously.
